Welcome to my blog and thanks for your comment. Only solution that I see is get rid of these government employee and lease the management of airport to private contractors. When government employee dont get anything, they will make sure that others won’t get it either.

This will get rid of lower tier corruption, however on top there might be big corruption on whom to offer the contract.
